This early white paper first organized six civilizational goals, five evaluation factors, evidence, and star tiers into a complete narrative, giving later HCF its linguistic framework. It also preserves the period's exploration of cross-bucket aggregation, weights, and net contribution.
The exact formulae, parameters, and parts of the governance scope in these explorations were later overturned or rewritten by validation. Its value today is to show how the problem was posed, not to extract any current score from an old text; the current person research ranking recognizes only the itemized Q, L, S calculation chain.
