E has shifted from total to per-capita terms without re-anchoring; the F and R/A thresholds remain open, so no civilization tier or 0.7x coefficient is published.

Explains why civilization-wide scoring paused and what must still be solved before research resumes. No overall civilization score is currently published.

Current conclusion

SCL investigates how E, R, A, and the realization gate F might describe civilization as a whole; it is a different measure from HCF, which measures personal contribution. SCL is currently paused from publishing tier conclusions. It does not enter individual Starlight ranking scores and cannot serve as a production tier formula for Dark Stars or Nebulae.

Why it is paused

Earlier trial calculations produced a reading of about 0.7x from total global energy; the direction then shifted to per-capita disposable power, changing both unit and scale, so the old anchor cannot continue to pose as a current result. At the same time, F's four realization floors, concrete R/A thresholds tightened with energy, and value signatures and data calibration for some dimensions remain incomplete.

Conditions for resumption

Only after completing E's per-capita re-anchoring, defining auditable indicators and thresholds for F, R, and A, preregistering calculation and annual data sources, and passing independent red-team/blue-team verification can SCL upgrade and resume. Until then, the site retains only research questions and evolution history, and does not publish a “human civilization coefficient” or tier number.
