The early SCL white paper asked whether a civilization with greater capability is necessarily more mature. Starting from an energy scale, it introduced discussion of steadiness, guidance, and realization, leaving a central question: capability can be strong while civilization may still fail the gate.

The old document's total-energy anchor, tier numbers, and parts of its axis definitions are no longer current conclusions. SCL is paused while it awaits per-capita energy re-anchoring and closure of the realization gate; this material can only be read as research evolution history.
