PERSON · STARLIGHT
Hyman G. Rickover
Recorded name:
Hyman Rickover was a U.S. Navy officer and leader of a nuclear-propulsion program who also helped lead construction of the civilian Shippingport nuclear power station.
Rickover led the U.S. naval nuclear-propulsion program over many years, linking reactor engineering, shipbuilding, personnel training, and operating responsibility. Related experience was subsequently transferred to Shippingport, whose participants included the Atomic Energy Commission, Westinghouse, and Duquesne Light. The naval program and civilian power station have different uses; their safety responsibilities and long-term consequences must be considered separately.

ASSESSMENT SCOPEWhat this score covers
All included contribution titles and notes are available in English. The complete original text remains available in Chinese; both editions use the same scores and source links.
Uncovered contributions and unresolved harms are not treated as zero. This is not a complete assessment of a lifetime.
1 included contribution has incomplete evidence; the relevant gap appears with that contribution.
Original scope note
This research record currently includes 1 outcome within a limited scope; M and attribution shares are revisable judgments. Uncovered content and negative effects not yet clarified are not treated as zero; specific gaps appear in the item-by-item explanations.
CALCULATIONHow the score is calculated
Q = 10^(M/2) − 1; Lᵢ = aᵢ × Qᵢ; L = Σ Lᵢ; S = 2 × log₁₀(1 + L).
M is an outcome’s assessed magnitude and a is the person’s allocated share. A standalone score is only a per-item reference; the attributed light from distinct contributions is what can be combined.
SCORE DETAILS
1 evaluated contributions
M is the assessed magnitude of an outcome; attribution is the person’s share of credit. Attributed light can be added. The standalone score is only a per-item reference and must not be added across rows.

Record year1953–1958
summaryTurned pressurized-water-reactor experience into an operational full-scale civilian central power station, establishing an industrial delivery and cross-institutional project model open to public examination.
M rationaleAccording to DOE's official project history, Shippingport began operating in 1957 as the first full-scale nuclear power plant in the United States and served as a model for nuclear-power development for more than a decade. M6.1 assesses the operable civilian end state of this large cross-institutional energy system, below the scope of claiming the entire nuclear-power industry and without counting the value of the military fleet.

overlap boundary1953–1958 design, construction, grid connection, and public engineering demonstration of the first full-scale civilian pressurized-water-reactor power plant in the United States, at Shippingport. Excludes naval nuclear vessels, nuclear weapons, the entire subsequent light-water-reactor industry, later breeder-reactor stages, and unverified achievements of each supplier.
Evidence gapsSpecific reactor-core, plant-site, supplier, and regulatory responsibilities have not yet been established item by item. Waste, decommissioning, radiation risks, and actual lifecycle costs require project-specific historical calibration.

BOUNDARIES NOT COUNTED
Not included in this score
These subjects are recorded as exclusions and are not silently treated as zero or as part of the included outcomes.
Organization, fleet expansion, and long-term operating system of the Naval Nuclear Propulsion Program
Reason DOE material supports Rickover's part in establishing dual AEC–Navy responsibility and expanding the program to fleet production, maintenance, and operation, but the delivery directly strengthened warships and strategic combat capacity. Current evidence cannot compare the net consequences of propulsion reliability and personnel protection against military violence and nuclear risk; technical success cannot set M/a.
Naval Reactors personnel selection, training, and safety-responsibility system
Naval Reactors
Reason Training, quality standards, and continuing operational responsibility are necessary organizational components of the military nuclear-propulsion parent outcome and do not duplicate M; specific curricula, selection records, critiques of occupational culture, and accident responsibility remain absent.
