Pulgar-Vidal helped found the Peruvian Society for Environmental Law, later served as environment minister, and presided over the 2014 Lima Climate Conference. His work spans environmental-law organization, national policy, and multilateral negotiation. The Lima meeting's texts and action agenda were formed jointly by delegates from many countries and international institutions.
