William Kelly was an American ironworks operator and inventor who investigated reducing fuel needed for ironmaking by blowing air through molten iron.

Kelly tested air decarburization at an ironworks in Kentucky and received a U.S. patent in 1857. His experiments were independent of Bessemer's; a process capable of reliably producing the required steel also depended on Mushet's carbon control, Bessemer's converter design, and engineering teams.
